| Horse racing-Quarantine-hit carnival wins race against time Posted: 02 Sep 2010 04:39 PM PDT Australia's richest thoroughbred horse racing carnival will maintain its international flavour after a new quarantine facility was finally approved to accept foreign raiders, organisers have said. Arrivals for the Sept. 29 - Nov. 21 Spring Carnival in Australia's southern Victoria state, which includes the A$6 million ($5.31 million) Melbourne Cup, had been pushed back due to the approval delays, prompting racing officials to rush to Canberra for meetings with the national quarantine authority. The first foreign horse, Imposing, which has been bought by prominent owner Lloyd Williams, will arrive on Saturday after the new quarantine facility at Werribee, about 30 kilometres southwest of Melbourne, is officially opened later on Friday. "The approval of the Werribee International Horse Centre as a post arrival quarantine facility paves the way for international horses to compete during the Spring Racing Carnival," Racing Victoria chief executive Rob Hines said in a statement. "With the connections of horses from the UK, France, Ireland, UAE, Macau, Japan, Hong Kong and France eager to compete at this year's carnival, it was critical that approval was granted this week." The centre had undergone a final inspection by the Australian Quarantine and Inspection Service (AQIS), but the centre's operating manuals had not been approved by the time it was supposed to open last week -- prompting urgent meetings between Racing Victoria and AQIS. Imposing had been scheduled to arrive last week. International horses must spend a minimum of 14 days in quarantine before travelling to Australia and another minimum 14 days upon arrival. The majority of horses would not begin arriving until Sept. 20 and 25. Another shipment of horses, nominated solely for the Melbourne Cup -- Australia's richest and most famous thoroughbred race -- had been booked for Oct. 9. The main races of the Spring Carnival include the Caulfield Cup, held at Caulfield on Oct. 16, the Cox Plate at Moonee Valley on Oct. 23 and the Melbourne Cup at Flemington on Nov. 2.

| Racing panel votes for 5-10 year ban for drug violation Posted: 02 Sep 2010 03:59 PM PDT LEXINGTON, Ky. -- The Kentucky Horse Racing Commission's Equine Drug Research Council voted Thursday for a ban of five to 10 years for first-time violators of a proposed out-of-competition drug testing policy. The vote serves as a recommendation to the commission, which is expected to vote on the policy Tuesday. State Sen. Damon Thayer, R-Georgetown, cast the lone vote against the proposal, saying he supported it generally but believed the punishment should be 10 years. That would put Kentucky in line with four states and Ontario that have similar rules. Proponents of the lesser punishment said they believe courts are more likely to support a penalty range, rather the flat 10 years that they said could be viewed as a lifetime ban. Regulators want the policy in place in time for the Breeders' Cup at Churchill Downs Nov. 5-6. The out-of-competition testing would be in addition to existing post-race testing. The testing is intended to catch prohibited performance-enhancing drugs that can't be detected after a race despite ongoing effects.
