Top Horse Racing Driver Charles Camilleri in France for the Prix de la Mediterranee

Malta's representative at the 5th leg of the Mediterranean Horse Racing Championship for Trotters, will be the 2009 top horse driver Charles Camilleri. 


After the first 4 Legs, Malta is well positioned in 3rd place in the overall championship, thanks to excellent performances from the other Maltese drivers participating in the previous legs.

The 2010 Mediterranean Horse Racing Championship for trotters is made up of 8 competitive legs, held in different countries namely, France, Malta, Italy, Serbia, Slovenia, Croatia, Russia and Algeria. Before leaving to Cagnes Sur Mer in France, Mr Mark Vella, Director of Marketing said, "the Malta Racing Club is once again proud to have a Maltese Driver representing Malta at another international event. After last week's successful participation at the Hippodromo del Mediterraneo in Sicily, with James de L'Iton, a Maltese owned horse, winning the prestigious trophy, we hope to have another successful participation in France." Mr Vella continued, "The Club is committed to continue to have more Maltese drivers experience these type of international events. We believe that this can help to promote both our country as a sporting country for horse racing and also to improve the level of trotting drivers on the island".

The Malta Racing Club will also be participating in the next 3 Legs in Russia, Croatia and Algeria. Charles Camilleri, the Maltese driver, was the 2009 top driver in Malta with 32 wins and a further 96 places. The race will be held this Friday at the Hippodrome de Cagnes Sur Mer over a distance of 2700m and is scheduled at 21:45. Charles Camilleri will be driving horse number 6 Organdina.

New Mexico Racing Commission oversees all aspects of racing

ON TRACK, PART 2: THE HISTORY OF HORSE RACING IN NEW MEXICO

Just as the Gaming Control Board oversees legalized gambling in New Mexico, sanctioned horse races and the sport's pari-mutuel wagering are regulated.

The New Mexico Racing Commission is charged with that aspect of betting as well other components of horse racing. The commission establishes regulations and makes sure the laws are followed. License requests are also reviewed by the commission.

"Not just the licensees that are track owners, but the licensees who are all of the people that work there that have to comply with all the rules," said India Hatch, the agency's deputy director.

Beyond verifying license requirement, the Racing Commission's staff works to assure racing patrons are protected against unfair practices. Unlike casino slot machines, the agency is not connected to tote machines that record horse race wagers.

"We're a little more hands on," said Hatch. "On the pari-mutuel oversight, we have auditors that monitor the live race meets and also during the simulcasts that go on during the rest of the year.

"That's our oversight there as far as the money management aspect."

Live meets are races taking place at that moment at any of the state's five tracks. Simulcasts are video feeds of races from other tracks around the country that racing fans can bet on.

The five-member commission has a staff of about 20, including several investigators.

"The investigators are present

at the track to observe what's going on and what's going wrong," said Hatch. "The stewards, who are essentially the referees of racing, pretty much have the power to make decisions for the racing commission during the course of a regular day, although they would check with Julian (agency director Julian Luna) or me if something was not clear with them. They interpret the rules as far as the live races that are taking place."

Decisions made by the stewards can be appealed to the commission or in some cases before a hearing officer.

A lot of the agency's oversight has to do with drug testing of horses and humans.

"It's all about keeping the game clean, so a large portion of our budget goes to equine drug testing," said Hatch.

While the New Mexico Racing Commission is required to enforce the horse racing regulations, the members also attempt to encourage agriculture, the horse breeding industry, the horse training industry, tourism and employment opportunities related to horse racing.

The commission members, appointed by the governor for six years, can have no more than three who are in the same political party.

At least three must be breeders of racehorses in New Mexico.
