| PA Horse Racing Commission Announces New Total Carbon Dioxide Testing Procedure Posted: 22 Jun 2010 08:56 AM PDT HARRISBURG, Pa., June 22 /PRNewswire-USNewswire/ -- The Pennsylvania Horse Racing Commission will begin testing thoroughbred race horses for total carbon dioxide, or TCO2, after approving a policy to conduct the testing at its meeting on June 17. The commission first voted to implement TCO2 testing during its March meeting. Since that time, commission staff worked to develop the policy, which strictly prohibits the use of agents or substances that elevate a horse's TCO2 level beyond what is naturally present. TCO2 in horses is believed to have a performance-enhancing quality by limiting muscle fatigue and increasing endurance. Testing for elevated TCO2 levels in horses will take place at the Pennsylvania Equine Toxicology and Research Lab at West Chester University. Horses may be tested at random, with probable cause, or at the discretion of race track stewards or the Horse Racing Commission. Penalties for samples that test positive may include a $1,500 fine, a 30- to 60-day suspension, and loss of purse for a first offense. The racing commission partners with the University of Pennsylvania School of Veterinary Medicine's New Bolton Center on research matters, given its outstanding reputation for developing and executing tests to detect performance-enhancing substances in horses. Recent breakthroughs include developing tests for the blood-doping agent Erythropoietin, or EPO, and anabolic steroids. Pennsylvania was also the first state to impose restrictions on the use of intra-articular corticosteroids, which are very potent anti-inflammatory agents. The trickster claims to be a racing pundit "Frank Farrell" who is based in Croydon and gives the phone number 0208 819 8276. A Trading standards spokesman said: "The scam has been around for several years, but many people still get taken in by the promise of easy winnings. 'Frank' will promise a free tip that can't fail for this weekend. "Anyone who falls for the fraud will call up on Saturday morning for the name of a horse that is 100 per cent certainty. But of course there is no such thing. If the horse wins people often use this as a sign that they can trust Frank and so start paying him for future tips. If it loses then he simply apologises and offers the unlucky gambler another free tip for next week." Councillor Steve O'Connell, cabinet member for safety, said: "Although this con-artist claims to be based in Croydon he probably isn't local, as the address he uses is simply a business mail-box to receive any replies to his letter. However, we do want people to be on the look-out for any information that could lead us to track him down. This is a serious fraud that we would very much like to stop in its tracks." These scams tend to last for about five or six weeks and net the criminals about £100,000. Once someone has fallen prey to the con, their details will be circulated amongst the criminal gangs who run the operations. This often results in many more 'get rich quick' schemes being pushed in their direction - all of which are completely fake. The Oak Tree meeting—held at Santa Anita for the last 41 years—is staying at the Arcadia, Calif., track for this year. Frank Stronach, chairman of MI Developments, which owns the track, relented near the end of the California Horse Racing Board's meeting Tuesday after initially resisting efforts by board members to get him to reconsider the canceling of Oak Tree's lease. Stronach abruptly changed his mind after comments made by his friend and thoroughbred owner Mace Siegel. "I'm here to find solutions," Stronach said. "I don't want to be a hardliner. I would commit that we would have it (Oak Tree) this year, but then we would not have it anymore. I have no problem that we have the meeting here yet." MI Developments voided its lease with Oak Tree in May, leaving the location of the fall meet up in the air. The Canadian company acquired Santa Anita from Magna Entertainment Corp. in April as part of a reorganization plan approved by a Delaware bankruptcy court. Oak Tree is a not-for-profit organization whose lease with Santa Anita was to have run through 2016. Oak Tree officials had been discussing moving their meet to Hollywood Park or Del Mar. "In the long run, it's better for us to run this year at Santa Anita," said Sherwood Chillingworth, Oak Tree's director and executive vice president. Earlier in the meeting at Hollywood Park, Stronach said the Oak Tree meet "is not a good arrangement for our long-term plans." "In the long run, we have to cut if off someplace. We don't intend to have anymore a tenant in our house." Stronach also said that Santa Anita will continue to use its synthetic Pro-Ride surface through the spring of 2011 before making a change. He said he's been looking for "the most perfect surface" and he believes he has found it. Santa Anita's current surface, although considered safe, is defective and failed to drain properly on several racing days during last winter's meet and in 2008.
